The Behavioral Health Program Administrator is responsible for the viability of this Program and holds twenty-four hour accountability for the delivery of high quality patient care, service and operational management of the Hospital Behavioral Health Programs. This individual will assess, plan, implement and evaluate aspects of care and or programs to ensure their strategic alignment with the hospital wide operations plans and initiatives and the San Diego County Crises Stabilization Program. The job encompasses integration, facilitation, and coordination of the leadership, management, operational, quality improvement coordination, and clinical activities of patient care services. The Behavioral Health Program Administrator serves as a professional role model, leader, mentor, and clinical resource for nurses and other members of the health care team. Understands and adheres to the California Nurse Practice Act, the American Nurses Association (ANA) Code of Ethics for nurses, and the ANA Scope and Standard for Nurse Administrators. Supports the mission and values of the Medical Center, and acts as a role model relative to the Medical Center’s Service Care Program.
Major Position Responsibilities:
Refines and implements program development and evaluation.
Oversees the San Diego County Contract for the CSU and ensures compliance to the Statement of Work (SOW)
Integration, facilitation, and coordination of the leadership, management, operational, quality improvement coordination, and clinical activities of assigned patient care department.
Serves as a professional role model, leader, mentor, and clinical resource for nurses and other members of the health care team.
Maintains working knowledge of local health care issues, community standards as well as providers. Participates in strategic business planning and action implementation.
Conducts performance assessments and evaluations of staff in accordance with hospital policies and procedures.
Responsible for assessments, evaluations, monitoring, coaching, and disciplining of staff.
Functions in a leadership role contributing to the efficiency and effectiveness of operations of service.
Oversees staffing needs and scheduling, maintains clinical competency and assures that care, equipment, and services provided are appropriate for specific needs of the population served.
Ensures ongoing regulatory readiness of the staff and services.
Adheres to the highest customer service standards and holds staff accountable to do the same.
Develops and maintains strong, positive relationships with providers, local community partners and the State and County representatives.
Oversees the psychiatric liaison team that provides psychiatric emergency services in the Emergency Department and on the Medical Floors.
Monitors PL/SW obtaining timely and appropriate authorization for services.
Ensures prompt response to each request for services and collaborates with the referring physicians, NPs, RNs, Social Workers, and all other staff as indicated.
Initiates 72 hour holds and 14 day holds when clinically indicated (requires psychologist license)
Participates and provides – nonviolent strategies/training.
Communicates and collaborates directly with security and develops interventions /strategies to maintain safety.
Communicates and collaborates with Risk Management and Regulatory to provide necessary information and support.
Communicates and collaborates with all other departments and provides ongoing education regarding psychiatric services and Mental Health Law.
Performs other duties as assigned.
Safety and Infection Control Responsibilities
Responsible to maintain a safe and clean work environment, including unit based specific safety and infection control
Develops and maintains effective communication, through written and/or verbal mechanisms, with the physician, patient/family/significant other and internal/external members of the health care team.
Conducts monthly staff meetings.
Attends meetings that are required to assure patient flow as well as inter departmental collaboration.
Utilizes organizational and time management skills to proficiently perform these duties in a fiscally responsible and clinically responsible manner.
Actively utilizes problem-solving techniques. Uses sound clinical judgment when assessing and dispositioning patients. Is able to handle high stress situations and uses clinical skills to defuse escalating patients, staff, and family members etc.
Safety and Infection Control Responsibilities
Responsible to maintain a safe and clean work environment, including unit based specific safety and infection control requirements. Teaches Non Violent Crisis Intervention.
Minimum of 2 years management/supervisory experience within an acute inpatient setting or the equivalent, required.
Expertise with psychiatric symptoms, diagnoses, medications and referrals, required.
Possesses and demonstrates expertise of the DSM-5, required.
Ability to communicate effectively utilizing both written and verbal skills, required.
Must be a clinical resource and professional role model.
Minimum level of education is a Master’s Degree in a relevant healthcare field (Psychology, Social Work, or Marriage and Family Therapy) required.
Current California RN Licensure, required.
NVCI within 90 days of hire or transfer, required.
