1. Develops, coordinates and evaluates an operational plan to support the delivery of patient care services.
a. Directs the design and development of clinical services which are responsive to customer requirements reflect the input and participation of staff and maximize productivity and effectiveness of work processes.
b. Assures consistency of values and approach to patient care while promoting individualized and innovative solutions to the requirements of diverse patient populations and clinical services.
c. Creates an environment which is customer focused, supports staff participation in process improvement and empowers staff to make decisions to improve patient care.
2. Develops and administers policy which governs the professional practice of nursing.
a. Develops organizational policy which governs the practice of nursing within the organization.
b. Represents nursing and patient care services in organizational forums including administrative committees, task forces and groups.
3. Responsible for the implementation of sound and effective fiscal operating procedures which ensure that the business goals in areas of responsibility are met.
a. Prepares the plan for nurse staffing and the annual budget in areas of responsibility to include operations, personnel and capital expenses.
b. Effectively manages the financial and productivity performance of Patient Care Division departments.
c. Oversees, justifies and monitors the annual operating budget for these areas of responsibility.
d. Provides for adequate capital equipment and resources for patient care through participation and leadership in the capital management process.
e. Assures that reporting directors have the financial management skills necessary to effectively manage unit performance to financial goals through guidance, education and development.
4. Responsible for plan for service quality management and its integration into unit-based practices.
a. Implements an effective and ongoing program to monitor, evaluate and improve the quality and appropriateness of the nursing care delivered to patients in areas of responsibility.
b. Ensures that all policies, procedures, protocols, guidelines and practices of the Patient Care Division are consistent with the goals, policies and procedures of the Hospital and the medical staff.
c. Supports participation of staff and managers in organizational service quality improvements teams and projects.
d. Pursues opportunities to continuously improve patient care and resolve identified problems.
e. Participates in the development of Hospital-wide patient care programs, policies and procedures that describe how the nursing care needs of patient or patient populations receiving nursing care are assessed, evaluated and met.
5. Responsible for effective management of human resources function.
a. Selects, directs and evaluates nurse managers and oversees management of nursing personnel and employment practices.
b. Designs, implements and evaluates strategies to recruit and retain nursing staff and nursing support personnel.
c. Coordinates with Human Resources to ensure implementation and compliance with all Human Resources’ policies, procedures and bargaining unit contracts.
d. Assures that divisional policies, procedures and operating practices are in compliance with standards set by JCAHO and other external regulatory and accrediting agencies.
e. Responsible for the competency program for all personnel in areas of responsibility.
f. Ensures that continuing education and training program are provided for the staff to develop and maintain competency.
g. Collaborates with appropriate educators to influence curricula, including clinical and/or managerial learning experiences.

a. Participates in the development and implementation of the Hospital’s plan for the provision of nursing care.
b. Maintains effective relationships and communication between the Patient Care Division, the medical staff, the Executive Management Group, and other Hospital divisions and departments.
c. Maintains awareness of current trends in nursing practices and implements changes in practice as appropriate.
d. Participates in the evaluating, selecting and integrating of health care technology and Information Management Systems that support patient care needs and efficient utilization of nursing resources.
e. Evaluates with nursing staff the current nursing practice models in order to improve delivery of nursing care.
